The City of Black Diamond is hosting a LAND USE WORKSHOP for the 2024 Comprehensive Plan Periodic Update. The workshop will be held on Wednesday, August 2, 2023 from 6 to 8 pm at the Black Diamond Community Gym located at 25511 Lawson Street. Online attendance options will not be provided. The workshop is open to the public and anyone wanting to learn more or participate is encouraged to attend. Members of the City Council and/or Planning Commission may be present and there may be a quorum of the Council and/or Planning Commission.

The purpose of this meeting is to review and discuss various proposed amendments to the comprehensive plan that the city received in the years 2020, 2021, 2022, and 2023. The proposed amendments concern the city’s Future Land Use map, language in the city’s Comprehensive Plan, and/or the development regulations. Proposed amendments specifically relating to transportation will not be addressed at the LAND USE WORKSHOP as those will be taken up in a future workshop, expected in October 2023.

The City of Black Diamond is seeking applicants for the Planning Commission to fill one (1) current vacancy. The term for Position #5 expires on December 31, 2024. Members are appointed by the Mayor and confirmed by the City Council.

The Planning Commission consists of seven (7) members. The Commission prepares and makes recommendations to the City Council on the Comprehensive Plan and various development regulations that guide the physical development of the City. The Commission typically meets once per month on a Tuesday evening but may meet more frequently if needed.

Any individual who resides in the City for at least one hundred eighty (180) days each calendar year or who owns a business with a physical presence within the city who is interested in serving on this important Commission is encouraged to submit an application to the City of Black Diamond, Attn: Deputy City Clerk, 24301 Roberts Drive, PO Box 599, Black Diamond, WA 98010. To be considered for this position, applications need to be received by 4:00 p.m. on July 31, 2023. 2023 Annual Docket Comprehensive Plan Amendment Process

The City of Black Diamond is now accepting applications for amendments to the City's Comprehensive Plan as outlined in BDMC Chapter 16.10.120 to be considered during the 2023 annual amendment cycle. The Comprehensive Plan is a document that guides the nature and intensity of development in the city. An amendment to the plan is a mechanism by which the city may modify its land use, development or growth policies in order to respond to changing circumstances or needs of the city.

A proposed amendment to the Comprehensive Plan may be submitted in accordance with BDMC Chapter 16.10.130. City staff or the City Council may initiate a planning program or specific amendment which may result in an additional element or other amendments to the plan.

Independent Force Investigation Team – King County, LETCSA Community Representative - In 2018, Washington State voters approved Initiative 940, (now known as the Law Enforcement Training and Community Safety Act, LETCSA) which requires implementation of independent investigation teams (IIT) for officer involved shootings. The Criminal Justice Training Commission was tasked with implementing rules for independent investigations of police shootings.  Those rules created the position of community representative, now a required part of IITs. The goal of this requirement is to enhance accountability and increase trust to improve the legitimacy of policing for an increase in safety for everyone.

Position Requirements:

  • Must be a current resident, business owner, non-profit director/manager, or faith-based leader within the City of Black Diamond. 
  • Must meet criminal background check standards.

Essential job functions of the LETCSA Community Representative:

  • Participate in a review of the qualifications of incumbent and newly appointed Independent Investigations Team (IIT) investigators.
  • Willingness to serve as a community representative, when called upon, after an officer involved shooting.
  • Complete a conflict-of-interest assessment tool, provided by the IIT, within 72 hours of the commencement of each investigation in which you participate.
  • Be present at the briefings with the Black Diamond Chief of Police.
  • Ability to review the investigation file when it is completed.
  • Access to press releases and communications to the media prior to release.
  • Sign a binding confidentiality agreement at the beginning of each police use of deadly force investigation that you are participate in, which remains in effect until the prosecutor of jurisdiction either declines to file charges or the criminal case concludes.

This is an unpaid position. LETCSA is a voluntary position, not a job and it does not receive a salary, hourly wage, or benefits.

Notice of City Council Recruitment - The City of Black Diamond is seeking applicants to fill a vacancy for Position #6 on the Black Diamond City Council, due to a recent resignation.  The term for this position will commence once a candidate is appointed by a majority vote of the City Council and will expire after the results of the general election to be held in November 2023 have been certified.

Volunteer Opportunities – Want to make a difference in your community?  One way to get involved is to volunteer on various boards and commissions.  Below you will find some volunteer opportunities.

Civil Service Commission –This Commission adopts rules and regulations, consistent with State law, for the examination, appointment, demotion, transfer, and promotion of uniformed (Police) personnel.  The Commission hears and determines complaints and appeals, with members serving a three-year term.  The Commission meets on the first Thursday of the month at 11:00 a.m. in the Council Chambers.  If you interested in serving on this Commission and are a US citizen who resides in the city for at least three years immediately preceding such appointment and are an elector in King County and are interested in serving on this important Commission, I encourage you to consider submitting an application.  The application form can be found here.

Community Gym Ad Hoc Committee - Recently the City Council adopted Resolution No 22-1497 establishing an Ad Hoc Committee to advise the City Council on improvements to the Community Gymnasium.  The City has applied for a grant to make substantial improvements to the Gymnasium and if awarded the Council desires to involve local residents in the process of developing a vision and goals for future improvements and to ensure that any funds spend on improvements will align with the current needs and preferences of the community.  Members shall be either a resident or work within the City at the time of their appointment and throughout their term on the committee.  Committee members shall be nominated by the Mayor and confirmed by the City Council.  It is anticipated that the term of office shall be less than three (3) years.  If you are interested in serving on the committee, please submit an application which can be found here.

Diversity and Inclusion Advisory Commission – Ordinance No. 22-1179 adopted a new Chapter 20.09 to the City’s Municipal Code and established a Diversity and Inclusion Advisory Commission.  The Council finds that it would be beneficial to have this commission for the purpose of providing advice and recommendations to the Mayor and City Council on various subject as stated in the ordinance.  Members of the Diversity and Inclusion Advisory Commission shall be appointed by the Mayor for a term of three years with the initial appointments serving staggered terms.  All members of the commission shall be current residents of, or employees or owners of businesses located in, the City of Black Diamond at the time of appointment and throughout their time on the commission, and shall serve as community stakeholders.  In addition, all members of the commission shall have at least a general understanding of the principles of diversity, equity, and inclusion, and obtain, at city expense, a one-day training program from a city-approved training provider within 90 days of appointment.  If interested on serving on this commission, I encourage you to submit an application which can be found here.
