Professional Services Consultants for Comprehensive Planning RFQ/RFP - The City of Black Diamond hereby solicits interest from professional services consulting firms with expertise in urban planning, zoning, public outreach, housing, design standards, capital facilities planning, climate/environment, subarea plan development, and State Environmental Policy Act (SEPA) with expertise in Comprehensive Plan periodic updates.

The City is commencing its required 2024 Periodic Update to its Comprehensive Plan. The City envisions a refresh to its existing Plan addressing the new GMA requirements, Vision 2050, and updated Countywide Planning Policies. Much of the work to update the Comprehensive Plan will focus on new planning requirements including, but not limited to, infrastructure, equity, land use, housing affordability, and zoning. Additionally, this Plan update will likely require revisions to the City's development regulations to implement the revised goals and policies. This task should include a robust and inclusive public participation process. At the end of the project, checklists will need to be completed showing how the City has satisfied GMA, PSRC, and CPP planning requirements, as well as the City’s adopted public participation plan. The professional services contract term will be approximately 24 months in duration, with the option for the City to extend the term for additional time and money, if necessary.

Notice of City Council Recruitment - The City of Black Diamond is seeking applicants to fill a vacancy for Position #2 on the Black Diamond City Council, due to a recent resignation.  The term for this position will commence once a candidate is appointed by a majority vote of the City Council and will expire after the results of the general election to be held in November 2023 have been certified.

NOA Sayers SPR - The site plan proposal is to improve the property to support future commercial and residential use. Proposed improvements to the site include a 176-square-foot deck, 19 parking stalls (including 1 ADA stall), a designated loading zone, and frontage improvements. The remainder of the site will contain landscaping and open space encompassing approximately 24,261 square feet of the site. The improvements would be located outside of the 75-foot wetland buffer in the northwest corner of the site, with no impacts to the associated wetland buffer proposed. This proposal is exempt from SEPA pursuant to WAC 197-11-800.

Notice of Application for proposed preliminary plat and SEPA review of Sawyer's Landing. This development proposal was revised to combine two previous plat and short plat applications into one proposal. The project consists of 7.8 acres to develop 10 lots for multi-family townhome structures totally 55 new units. All existing structures will be removed with the development. Access to the site will be provided by an extension of Abrams Avenue, which will connect Morgan Street to Roberts Drive through this proposed development.  Sensitive areas exist on site and buffer averaging is proposed. Buffer restoration and enhancement measures will result in improved buffer functions.

MDNS PLN22-0037 - The project is for the installation of two 12-inch water mains within the public right-of-way, along State Route 169 between Roberts Drive and the old Columbia Bank building. One main will run approximately 975 linear feet along the west shoulder and the other approximately 1,275 linear feet along the east shoulder. Work will primarily be open cut trenching; however, a portion will pass under existing culverts at the intersection with Black Diamond-Ravensdale Road and will be constructed using trenchless methods. The replacement water main is intended to improve the City’s water system reliability, increase fire flow, and provide fire flow redundancy along the SR 169 commercial corridor and replace outdated infrastructure.

PLANNING COMMISSION VACANCY - The City of Black diamond is seeking applicants for the Planning Commission to fill one (1) current vacancy.  The term for Position #1 expires on December 31, 2022.  Members are appointed by the Mayor and confirmed by the City Council.

The Planning Commission consists of seven (7) members.  The Commission prepares and makes recommendations to the City Council on the Comprehensive Plan and various development regulations that guide the physical development of the City.  the Commission typically meets once per month on a Tuesday but may meet more frequently if needed.

2022 Annual Comprehensive Plan Amendment Process

The City of Black Diamond is now accepting applications for amendments to the City’s Comprehensive Plan as outlined in BDMC Chapter 16.10.120 to be considered during the 2022 annual amendment cycle. The Comprehensive Plan is a document that guides the nature and intensity of development in the city. An amendment to the plan is a mechanism by which the city may modify its land use, development or growth policies in order to respond to changing circumstances or needs of the city.

A proposed amendment to the comprehensive plan may be submitted in accordance with BDMC Chapter 16.10.130. City staff or the city council may initiate a planning program or specific amendment which may result in an additional element or other amendments to the plan.
