Advertisement for Bids- Black Diamond Skatepark

Notice is hereby given that sealed bids will be received by the City Clerk, Black Diamond City Hall, 24301 Roberts Drive, Black Diamond, Washington 98010, until 11:00 a.m., June 13, 2024 , for the construction of the Black Diamond Skatepark. The bids will then be opened and publicly read. Proposals received after the time fixed for opening will not be considered.

The work to be performed under this contract includes the demolition and construction of the Black Diamond Skatepark, including phases one through four, as well as one ADA parking stall, pathway and viewing area structure. The building site is located at the Black Diamond Elementary School and is on Enumclaw School District property. All possible action shall be taken NOT to affect school activities or create possible hazards during construction. The Engineer’s opinion of probable cost is $1,608,654.95.

Contract documents including plan drawings, specifications, addenda, and plan holders list for this project will be available for viewing and downloading on-line through Builders Exchange of Washington, Inc. Informational copies of the plans and specifications are on file for inspection at the Public Works Department located at 24301 Roberts Drive, Black Diamond, Washington.

Prevailing wages are applicable to this project.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Black Diamond.

The City of Black Diamond reserves the right to reject any or all bids and to waive irregularities in the bid or in the bidding.

No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding forty-five (45) days.

SR 169 & North Commercial Stormwater Treatment Facility

Public Works staff received a Water Quality Improvement Program grant from King County in the amount of $243,643 and was able to use the funds to purchase property at the intersection of Roberts Drive and SR 169. Public Works staff is currently working to secure grant funds to install a stormwater filter vault on this property, along with the installation of storm pipe on SR 169 to capture runoff from SR 169 and the north commercial area, and convey it to the new filter vault for treatment prior to being discharged into Ginder Creek. Currently, all polluted stormwater runoff in this area discharges mostly untreated to Ginder Creek. This project would clean up the heaviest stormwater pollutant loading into local receiving waters in Black Diamond.

Ginder Creek Trail

The Public Works Department began work on constructing the Ginder Creek Trail between Roberts Dr. (north of the library) and Morgan St. (near Ginder Creek) utilizing a Youth and Amateur Sports Grant from King County. Public Works is seeking additional funding to complete this trail. The trail will mainly be gravel except for a portion of elevated boardwalk that will be needed to cross a wetland and minimize the impact.
