Lifeline Utility Discount

The Black Diamond City Council is offering citizens up to a 50% discount for qualified low-income single family and multi-family residences.  To qualify your combined household annual gross income must not exceed HUD guidelines and you must meet one of the following criteria:

  • A low-income senior 62 years of age or older
  • A low-income disabled resident, or the parent(s) or guardian(s) of a disabled minor, or a resident receiving in-home kidney dialysis
  • A Veteran with a VA determined, 100% service-connected disability

The discount will apply to water; city share of sewer and stormwater rates (does not apply to King County Metro Sewer or King County billed Stormwater rates).  The kidney dialysis discount applies only to the water rates.  Eligible incomes are updated periodically by the Federal Housing and Urban Development Department (HUD) and includes total household income.  Eligible incomes are based on household size.   If an applicant is a senior, low income and disabled, only one discount will apply.

Residents applying for the Lifeline Utility Discount Program should complete an application, attach the appropriate documentation and return the form to the Finance Office at Black Diamond City Hall
Documentation to be included:

  • a copy of a driver’s license, ID card, or birth certificate for proof of age
  • a full copy of the most recent tax return, social security annual statement, or annual retirement statement for proof of income(s)
  • a copy of disability payments from SSI or SSDA
  • a signed and dated copy of a physician’s statement for home kidney dialysis patients.
  • Rent or lease applicants require a signed Residency Verification Form

In addition to income limitations, total Liquid Assets held by household members shall not exceed $50,000.  Liquid Assets means Bank or Savings Accounts, Stock, Bonds, Certificates of Deposits or any other Assets which may be readily converted to cash.
*Annual gross income is the income of yourself, your spouse, and that of any others living at the residence.  Some examples of annual gross income include:

  • Wages (W-2)
  • SSA or SSI Benefits Letter
  • DSHS Benefits Letter (all pages)
  • Retirement or Pension
  • IRA or Annuity Distributions
  • Interest or Dividend (Schedule B)
  • Business
  • Capital Gains
  • Rental
  • Trust, Partnership, Estate or Royalty
  • Unemployment
  • Child Support or Alimony
  • VA Benefit or Disability
  • L&I Payment Statement
